This is Magrat from Terry Pratchett's Discworld novels. Magrat is one of the Lancre witches (hails from Mad Stoat), who is more than a bit of a 'wet hen', she practices herbology, and unlike most of Lancre's citizens, can actually read. She also has in her possession a rather large collection of Occult Jewelry, none of which works. She's also got her magic fairy godmothering wand...but can only manage pumpkins at the moment.

Also on my highly recommended list. Anything by Terry Pratchett. He's for fantasy as Douglas Adams was to sci fi. British humor, and poking fun at the usual fantasy storylines. There's a reading order guide here:
